Requires every law enforcement agency to adopt a written policy mandating investigation of any death or unlawful pregnancy termination resulting from a law enforcement officer's actions during official duties.

Requires investigations to be conducted by at least two law enforcement officers from an agency that does not employ any officer involved in the death.

Permits law enforcement agencies to conduct internal investigations alongside the external investigation provided the internal investigation does not interfere with the external investigation.

Requires traffic-related officer-involved deaths to use a crash reconstruction unit from an agency with no connection to the involved officer, with an exception allowing state law enforcement agencies to use their own crash reconstruction units.

Mandates investigators provide a complete report to the county prosecuting attorney expeditiously, and requires release of the report as a public record if the prosecutor determines there is no basis to prosecute the officer for a crime.
