Requires school districts to allow nonpublic school students whose schools do not offer specific extracurricular activities to participate in those activities at the district school they would otherwise attend.

Permits school district superintendents to allow nonpublic school students not entitled to attend their district to participate in extracurricular activities, with mutual written agreement required for interscholastic athletics and competitions in music, drama, or forensics.

Prohibits school districts from imposing additional rules, fees, or eligibility requirements on participating students that differ from those applied to other students in the same extracurricular activity.

Prevents students participating in the College Credit Plus program from being denied participation in interscholastic athletics, provided they meet all other academic, nonacademic, and financial requirements.

Extends the same interscholastic athletics participation protections to students enrolled in community schools, STEM schools, nonpublic schools, or receiving home instruction, regardless of College Credit Plus participation.
