Specifies prison terms for third degree felony OVI (operating a vehicle while intoxicated) offenses as a definite period of 12, 18, 24, 30, 36, 42, 48, 54, or 60 months.

Adds "harmful intoxicant" to the definition of "drug of abuse" in commercial driver's licensing law for purposes of commercial driver's license disqualifications.

Allows the affirmative defense of driving in an emergency to be asserted in prosecutions for driving under a suspended driver's license under specified traffic statutes.

Specifies that enhanced penalties for speeding violations in construction zones apply regardless of whether the offender was previously convicted of or pleaded guilty to speeding violations.

Repeals and replaces existing sections 2929.14, 4506.01, 4510.04, and 4511.21 of the Revised Code related to sentencing and traffic offenses.
