Requires the Ohio Treasurer of State to establish and maintain the Ohio State Government Expenditure Database accessible to the public at no charge on the treasurer's website.

Database must include expenditure amount, payment date, vendor name, and state entity making the expenditure for all fiscal years beginning after the bill's effective date.

Database must feature searchable and filterable capabilities by expense category, accounting codes, vendor, state entity, and must allow users to aggregate data, download information, and view employee salary information.

State entities must provide monthly expenditure information through the Ohio administrative knowledge system at no cost to the treasurer and display a prominent link to the database on their websites.

Treasurer must develop graphical representations of database data, provide public comment opportunity within one year of implementation, and include database usage data in the annual state treasurer report.
