Enacts section 2923.26 of the Revised Code to prohibit Ohio state and local government officials, agents, and employees from knowingly enforcing or assisting with enforcement of any federal firearms statute or regulation adopted after January 1, 2016.

Prohibits use of state funds or assets to aid any federal agency or private contractor in enforcing federal firearms laws or regulations regarding personal firearms, firearm accessories, or ammunition.

Makes violations of the prohibition a first-degree misdemeanor with a mandatory $1,000 fine; jail time is prohibited unless the offender has a prior conviction for the same violation.

Requires the state to withhold all state treasury funding to any political subdivision that adopts a rule or policy requiring violation of this section, effective the fiscal year following a final judicial determination of violation.

Declares the act an emergency measure taking immediate effect to protect Ohio residents' fundamental right to keep and bear arms.
