Amends section 5919.34 of the Revised Code to exempt National Guard scholarship recipients from repayment obligations if they fail to complete their enlistment term due to enlistment, warrant, commission, or appointment in the United States armed forces.

Requires the adjutant general to provide written explanation to scholarship recipients informing them they may become liable for repayment under certain circumstances before they accept the scholarship and any military enlistment.

Applies retroactively to scholarship recipients who became liable on or before September 30, 2016, for failure to complete their enlistment term due to service in the active component or active reserve component of the United States Armed Forces.

Requires the state to return any scholarship amounts previously recovered from eligible recipients within one year after the bill's effective date.
