Establishes college and work-ready assessment system replacing Ohio graduation tests, including nationally standardized assessments and seven end-of-course examinations in English language arts, science, mathematics, American history, and government.

Implements standards-based teacher evaluation policies requiring use of value-added student academic growth measures and annual teacher evaluations completed by May 1st.

Modifies College Credit Plus program enrollment options, allowing participants to elect college-only credit or dual high school/college credit, with state funding eligibility based on specific course categories.

Authorizes community colleges, state community colleges, and technical colleges to offer up to ten bachelor's degree programs statewide with chancellor approval and requires courses to be charged at same rate as other programs.

Creates College Credit Plus Corequisite Remediation Pilot Program allowing high school seniors to simultaneously enroll in remedial and introductory college courses in mathematics and English, with approval limited to three partnerships beginning 2017-2018 school year.
