Am. Sub. H.B. No. 48 Summary

• Allows sheriffs to use concealed handgun license fee revenue to purchase ammunition and firearms for law enforcement use, in addition to existing administrative costs.

• Permits concealed handgun licensees to carry firearms in institutions of higher education if the handgun remains in a locked motor vehicle or the person is placing it in one, or if authorized by the institution's board of trustees.

• Authorizes certain children's crisis care facilities caring for drug-exposed infants to maintain firearms on premises and permit security personnel to carry firearms while on facility grounds.

• Modifies school safety zone prohibitions to allow handgun possession under specific conditions, including when the licensee does not enter school buildings, carries a valid license, complies with federal law, and is not in certain restricted locations.

• Maintains existing restrictions on concealed carry in airports (beyond security checkpoints), police stations, courthouses, day-care facilities, and aircraft.
