Requires persons authorized to possess gill nets to obtain annual licenses and serial-numbered tags issued by the chief of the division of wildlife.

Allows gill net possession only if the tag is attached to the lead of the gill net within twenty-four inches and one of four conditions is met: manufacturer/dealer status, common carrier transportation, valid wild animal collecting permit, or valid aquaculture permit.

Prohibits negligent possession of gill nets without a license and tag, making violations subject to misdemeanor penalties.

Authorizes the chief of the division of wildlife to adopt rules establishing procedures for application, issuance, renewal, suspension, and revocation of gill net licenses and tags.

Adds section 1533.61 to the list of violations in section 1533.99 carrying third-degree misdemeanor penalties.
