Department of Education shall not assign overall letter grades or rank school districts, community schools, or STEM schools for the 2014-2015, 2015-2016, or 2016-2017 school years, and report card ratings for these years shall not be used to determine sanctions or penalties.

School districts, community schools, and STEM schools cannot use student assessment scores from 2014-2015, 2015-2016, or 2016-2017 school years as a factor in promotion decisions or course credit determinations, and individual student score reports shall not be released except to the school, student, or student's parent/guardian.

Students who did not take state assessments in 2014-2015 or 2015-2016 school years shall not be made ineligible for state scholarship programs or Educational Choice Scholarship Program, provided they meet all other program requirements.

Scholarship program eligibility provisions in sections 3317.03, 3314.08, 3326.37, 3310.14, 3310.522, and 3313.976 shall not apply to students who did not take assessments during 2014-2015 or 2015-2016 school years (unless excused under specified conditions).

Department of Education must update the list of school districts and schools eligible for the Educational Choice Scholarship Program within thirty days to account for these amendments.
