State Board of Education shall establish a State Seal of Biliteracy that may be attached or affixed to high school transcripts and diplomas of qualifying students.

School districts, community schools, STEM schools, college-preparatory boarding schools, and chartered nonpublic schools may attach the seal to transcripts of students who meet biliteracy requirements, but are not required to do so.

State Board must establish requirements and criteria for earning the seal, including assessments of foreign language and English proficiency sufficient for meaningful use in college and career.

Students cannot be charged a fee for the seal designation on their transcript, but may be required to pay fees for proficiency testing and standardized language assessments.

"Foreign language" includes modern languages, Latin, American sign language, native American languages, and native languages other than English.
