Grants qualified immunity from civil liability to volunteer health care professionals, health care workers, nonprofits, and health care facilities providing care to indigent and uninsured persons, unless action constitutes willful or wanton misconduct.

Requires volunteers to obtain informed written consent from patients prior to providing health care services and inform them of the immunity limitations.

Establishes medical liability insurance reimbursement program for free clinics and federally qualified health centers, reimbursing up to 80% of premiums up to $20,000 annually.

Permits health care professionals to satisfy up to one-third of continuing education requirements through volunteer provision of health care services to indigent and uninsured persons, at rate of one credit hour per 60 minutes of service.

Restricts immunity when services involve deep sedation, general anesthesia, operations beyond practitioner's scope, pregnancy termination, or court-ordered community service work.
