Creates the Kilowatt-Hour Tax Receipts Fund and directs a portion of electricity tax revenue to three mining-related funds: 1.50% to the Abandoned Mine Reclamation Fund, 1.50% to the Acid Mine Drainage Abatement and Treatment Fund, and 0.75% to the Mine Safety Fund

Establishes the Mine Safety Fund to support mine safety inspections, mine rescue equipment and training, mine official certification, and infrastructure costs related to mine safety training

Allows the chief of the division of mineral resources management to transfer funds between the Abandoned Mine Reclamation Fund and the Acid Mine Drainage Abatement and Treatment Fund as needed for reclamation and water quality projects

Funds reclamation projects for lands and waters adversely affected by past coal mining through grants to watershed groups for data collection, monitoring, and construction costs (not to exceed 50% of eligible expenses)

Applies to fiscal years 2016 and beyond, with revenue percentages adjusted from previous distribution formulas that primarily funded general revenue and school/local property tax replacement funds
