Adds new division (B)(6) to section 3313.66 allowing school boards to adopt resolutions authorizing expulsion for up to 60 school days when a student communicates a threat to kill or physically harm persons or property at a school if the student engaged in conduct constituting a substantial step toward committing the threatened act.

Requires school boards adopting the threat expulsion policy to mandate a danger assessment before reinstatement and allows superintendents to extend expulsion up to one additional calendar year if the student fails to complete the assessment.

Requires districts to develop continued education plans for expelled students, which may include alternative settings.

Creates section 3313.668 allowing school districts or law enforcement agencies to file civil actions seeking restitution from parents or guardians of students expelled under the threat provision for costs associated with the student's conduct.

Updates section 3313.661 to require school board policies to address the new threat expulsion authority and the conditions under which superintendents may reduce required expulsion periods.
