Amends the Comprehensive Case Management and Employment Program to extend its operation through fiscal year 2018 and establish procedures for comprehensive assessments and individualized employment plans for participants.

Creates a new Case Management Pilot Program Fund (Fund 5SK0) with $7,500,000 transferred from the Economic Development Programs Fund, to be administered by the Department of Job and Family Services during fiscal year 2017.

Expands program participation to include low-income individuals with barriers to employment under the Workforce Innovation and Opportunity Act, along with work-eligible individuals and Ohio Works First participants aged 16-24.

Allows the Department to select up to five counties (including at least one urban, one suburban, and one rural county) to pilot case management services for individuals ineligible for existing employment programs.

Requires the Department to submit a report by October 1, 2017 with recommendations for statewide implementation of best practices identified through the pilot program.
