Amends section 3333.0412 of the Revised Code to protect nonprofit institutions holding a certificate of authorization from liability for breach of confidentiality when submitting student data to the chancellor of higher education or state agencies in compliance with law

Shields institutions from liability when breaches result from third-party actions during transmission of data before receipt by state agencies

Protects institutions from liability for breaches resulting from actions by the chancellor of higher education or state agencies themselves

Grants immunity from breach of confidentiality claims when institutions disclose public records in response to public records requests under section 149.43, except for claims based on failure to disclose required public records

Applies protections to student data and records subject to state laws or federal laws including the Family Educational Rights and Privacy Act of 1974
