Amends the definition of "public office" in Section 117.01 to include JobsOhio and its subsidiaries, making them subject to audits by the Auditor of State under Chapter 117 of the Revised Code.

Requires JobsOhio to submit quarterly progress reports to legislative leaders detailing all active projects, including business names, industries, locations, job creation/retention commitments, actual investments made, and assistance provided.

Mandates that JobsOhio and all nonprofit economic development corporations receiving public funds prepare annual financial reports accounting for both public and private funds, certified by the board or chief fiscal officer and submitted to legislative leaders within sixty days of fiscal year end.

Changes Section 187.03(D) to clarify that JobsOhio is included in the definition of "public office" for audit purposes, reversing the previous exclusion.
