Allows village electors to petition the board of elections as an alternative to the legislative authority to dissolve a village, requiring at least 30% of electors to approve dissolution by majority vote at a special election.

Requires the Auditor of State to perform an audit or agreed-upon procedures within 30 days of receiving notice of village dissolution and to complete the audit before cash balances transfer to affected townships.

Establishes that village real and personal property (excluding utilities) transfers to townships within 60 days of dissolution filing, or vests by operation of law if no agreements are reached, with provisions for proportional division among multiple townships.

Directs utility property to transfer by separate agreement between the village and the entity assuming operations, with uninterrupted service during transition.

Changes the deadline for filing county charter petitions with the board of county commissioners from 110 days to 115 days before a general election, and allows alternative filing directly with the board of elections at 130 days before the election.
