Repeals Ohio Revised Code section 4121.351, eliminating the Industrial Commission's ability to enter into personal service contracts during hearing spikes

Appropriates $50,687,479 for fiscal year 2016 and $51,753,389 for fiscal year 2017 to the Industrial Commission from the Dedicated Purpose Fund Group

Allocates $45,743,829 (FY2016) and $46,809,739 (FY2017) for Operating Expenses; $1,150,000 annually for William Green Building rent and operating expenses; and $3,793,650 annually for Attorney General Payments

Applies provisions of the 131st General Assembly's main operating appropriations act generally to these appropriations

Repeal of section 4121.351 is subject to referendum and takes effect 91 days after filing with the Secretary of State; all other provisions take effect immediately upon enactment
