Requires the clerk of court to issue certifications of birth to parties in domestic relations cases when proof of a child's birth is required in a pleading.

Clerk must access the electronic vital records system maintained by the State Registrar or Department of Health upon receipt of a signed application and required fee.

Certification of birth must contain the child's name, sex, date of birth, registration date, and place of birth, and attests that the birth has been registered.

Certification of birth serves as prima facie evidence of the facts stated in it in all courts and places.

Fee shall not be less than the standard certification fee and includes a $5 fee and a $3 fee to be forwarded to the Department of Health.
