Amends section 2923.126 of the Revised Code to permit elected officeholders of Ohio or its political subdivisions who hold valid concealed handgun licenses to carry concealed handguns in government facilities of the state or political subdivisions.

Defines "government facility" as buildings owned or leased by state or political subdivision governments where employees regularly perform official duties, and deputy registrar offices under Chapter 4503.

Maintains existing prohibitions on carrying concealed handguns in police stations, sheriff's offices, courthouses, schools, airports, colleges, day-care centers, and aircraft.

Requires concealed handgun licensees to carry valid license and identification at all times and to promptly inform law enforcement officers during traffic stops or encounters that they are armed.

Provides immunity from civil liability for private employers and political subdivisions related to decisions about allowing or prohibiting handguns on their premises, and establishes that landlords cannot prohibit tenants with valid licenses from carrying handguns in residential premises.
