Requires the Director of the Legislative Service Commission to prepare a human impact statement for any bill or joint resolution that creates or amends criminal prohibitions, penalties, or laws governing imprisonment, correctional supervision, or offender rehabilitation.

Human impact statement must be completed before committee recommendation for passage and again before final consideration by either house, analyzing whether the bill would have disparate impact on racial or ethnic groups in areas including police contact, criminal investigation, detention, prosecution, adjudication, conviction, sentencing, and imprisonment.

Statement must indicate one of four findings: the bill would have disparate impact and explain it, would not have disparate impact, cannot determine if disparate impact exists, or director lacks time to determine disparate impact.

Director may request information from state, county, municipal, township, school district, and other governmental entities necessary to complete the statement, and such entities must comply with the request.

Failure to prepare the human impact statement does not impair the validity of any bill or joint resolution passed by the General Assembly.
