Limits the Oil and Gas Well Fund to no more than $20 million per fiscal year, with excess revenue distributed to local governments and fire departments

Allocates revenues exceeding the $20 million cap as follows: 70% to eligible county oil and gas infrastructure funds, 10% to township road maintenance funds, 10% to a shale region firefighting equipment fund, 5% to injection well infrastructure funds, and 5% to municipal and township general funds

Creates new county-level funds (oil and gas infrastructure fund and township road maintenance fund) and establishes a township road maintenance committee to distribute money to townships based on centerline miles, prior year receipts, and number of producing wells

Establishes a shale region firefighting equipment fund allowing the fire marshal to award grants to fire departments in oil and gas producing counties for equipment purchases

Creates an idle and orphaned well program and well plugging fund requiring at least 14% of oil and gas well fund revenue to plug idle and orphaned wells and address imminent health or safety risks
