Authorizes school boards to contract with current or retired law enforcement officers to volunteer as school safety patrols to prevent or respond to mass casualty events.

Volunteers must be in good standing, possess current firearms certification and concealed carry licenses, and pass criminal background checks; retired officers must pass checks every five years.

County sheriffs maintain lists of qualified volunteers; schools request copies and enter into agreements limited to 9 hours per week of volunteer patrol activity.

Provides immunity from civil liability for school districts, board members, school authorities, and volunteers unless injury or death results from reckless or wanton conduct.

Establishes a nonrefundable tax credit of $2 per hour (maximum $500 annually) for law enforcement officers providing unpaid school safety services.
