Amends 14 sections of the Ohio Revised Code related to state pension systems, tax administration, and public programs including sections governing the Public Employees Retirement System and school funding.

Repeals 14 sections (324.01 through 324.12 and 324.99) of the Revised Code in their entirety.

Modifies multiple sections of three previously enacted bills: Am. Sub. H.B. 64, Am. Sub. S.B. 260, and S.B. 310 of the 131st General Assembly.

Provides authorization and operational conditions for state programs and makes appropriations for their operation.
