Establishes a program under the Ohio School Facilities Commission beginning July 1, 2017 to provide state funding to school districts for technology purchases and physical alterations to improve technology infrastructure or school safety and security.

Limits program eligibility to school districts that have not yet received assistance under the existing classroom facilities assistance program.

Requires school district boards of education to approve participation with an affirmative vote of at least four-fifths of the board's full membership.

Directs the commission to adopt guidelines including the application process, annual district selection process, and methodology for determining funding award amounts and state/district cost-sharing requirements.

Makes districts that participate in this new program permanently ineligible for the classroom facilities assistance program.
