Establishes a Monarch Butterfly license plate in Ohio that vehicle owners can apply for through the registrar of motor vehicles.

Requires a $15 contribution per application and renewal, which is deposited into the license plate contribution fund and directed to Monarch Wings Across Ohio for protection and preservation of monarch butterflies and pollinator corridors, plus educational programs.

Charges a $10 administrative fee to the state bureau of motor vehicles fund to cover additional services for issuing the special plates.

Adds section 4503.592 to the Revised Code to establish the monarch butterfly plate program alongside existing special license plate programs.

Amends section 4501.21 to include the new monarch butterfly license plate contributions in the state treasury's license plate contribution fund that supports various charitable and educational organizations.
