Amends section 4303.05 of the Revised Code to allow A-4 liquor permit holders to manufacture and sell ice cream containing between 0.5% and 6% alcohol by volume.

Permits ice cream sales for on-premises consumption where manufactured or in sealed containers for off-premises consumption.

Limits off-premises sales to a maximum of four pints per customer per calendar day.

Requires that A-4 ice cream permits only be issued in election precincts where mixed beverage sales for both on- and off-premises consumption are already authorized.

Maintains existing A-4 permit fee of $3,906 per plant and allows permit holders to purchase spirits from A-3 permit holders for manufacturing purposes.
