Amends Ohio Revised Code section 3311.06 to add a new division (J) making school district boundaries permanent for districts that are parties to annexation agreements as of the bill's effective date, if the district board passes a resolution specifying the district is subject to this provision

Allows school districts with existing annexation agreements to lock in their current boundaries and prevent future changes through board resolution

Applies to school districts that have entered into comprehensive agreements with urban school districts governing territory transfers related to municipal annexations

Repeals the existing section 3311.06 and replaces it with the amended version containing the new permanent boundary protection for agreeing districts
