Creates a presumption that voter registration applications, absent voter ballot applications, provisional ballots, and regular ballots are valid unless proven otherwise

Minor errors, misspellings, and omissions on election documents do not disqualify ballots or applications if the board of elections can still determine the voter's identity and ballot selections

Requires provisional ballots cast in the wrong polling place to be remade for the voter's correct precinct and counted for all offices and issues the voter was eligible to vote on

Exempts provisional ballots from being remade and counted only if a precinct election official produces clear evidence that the correct precinct was determined and the voter was directed to that precinct
