Requires public schools, state institutions of higher education, and specified private colleges to use only domestically manufactured steel products in construction, repair, or improvement projects for school buildings.

Defines "steel products" as products made in the United States through standard steel-making processes (open hearth, basic oxygen, electric furnace, bessemer, or similar methods).

Directs the Ohio board of building standards to adopt rules in compliance with Chapter 119 of the Revised Code to enforce the domestic steel requirement for all school building projects.

Applies to school buildings that are regularly used for student instruction, housing, or school activities and are under control of a public school, state higher education institution, or eligible private college financed by Ohio Higher Educational Facility Commission bonds.

Amends sections 3313.461, 3314.03, 3326.11, 3328.24, 3345.90, and enacts section 3781.181 to require compliance with domestic steel provisions across all affected educational institutions.
