Amends section 3314.11 of the Revised Code to clarify that district governing authorities must monthly review and verify residency records for students enrolled in community schools, and identify both the community school enrollment and the school district where the student is entitled to attend.

Allows community schools to adopt their own policy prescribing the number of residency documents required during initial enrollment verification, which supersedes the home school district's policy if the community school adopts one.

Defines primary residence as the location where a parent or student has established their primary residence and where substantial family activity takes place.

Establishes procedures for resolving disagreements between school districts and community schools regarding student residency, allowing the state superintendent or designee to make a final determination within 30 days if the community school presents the matter within 60 days of the monthly reporting deadline.

Specifies documents that may serve as evidence of primary residence, including deeds, mortgages, utility bills, paychecks, and bank statements issued within specified timeframes, with the superintendent developing guidelines for other official documents.
