Renames the offense of "ethnic intimidation" to "bias-motivated crime" and expands protected characteristics to include actual or perceived race, color, religion, ethnicity, national origin, gender, sexual orientation, gender identity, or disability.

Applies bias-motivated crime enhancement to violations of specified Ohio Revised Code sections including assault, menacing, robbery, criminal damaging, and disorderly conduct offenses.

Establishes that bias-motivated crime is an offense of the next higher degree than the underlying offense committed.

Requires the Ohio Attorney General to provide training for all peace officers on identifying, responding to, and reporting bias-motivated crimes, with curricula to be included in basic training programs.

Mandates all state and local law enforcement agencies submit bias-motivated crime data to the Ohio Department of Public Safety and Federal Bureau of Investigation in accordance with the federal Hate Crime Statistics Act, with annual public release of the data.
