Prohibits suppliers from installing unsafe used tires on passenger cars, multipurpose passenger vehicles, or trucks that operate on public highways

Defines "unsafe used tire" to include tires with: tread depth of two-thirty-seconds inch or less, damage exposing reinforcing plies, improper repairs, temporary sealant without proper repair, defaced DOT identification numbers, recalled tires, inner liner or bead damage, or signs of internal separation

Establishes specific standards for improper tire repairs, including repairs to tread shoulder, belt edge, sidewall, bead area, or punctures larger than one-fourth inch that lack proper sealing and patching

Violations are considered unconscionable consumer sales practices and subject to fines up to one thousand dollars as strict liability offenses

Exempts tires temporarily removed from vehicles for unrelated service and then reinstalled on the same vehicle
