Allows qualified aliens who are victims of battery or extreme cruelty to receive Supplemental Nutrition Assistance Program benefits during their first five years in the United States, funded entirely by state funds.

Permits qualified aliens who are victims of battery or extreme cruelty to participate in Ohio Works First during their first five years in the United States, with all costs covered by state funds.

Extends Medicaid coverage to qualified aliens who are victims of battery or extreme cruelty during their first five years in the United States, with all payments made from state funds.

Requires that Medicaid program components obtain federal approval and sufficient federal and nonfederal funding before implementation, with exceptions for components allowed to begin before federal approval under federal law.

Repeals the existing section 5162.06 of the Revised Code and establishes that section 5162.06 does not apply to the new Medicaid provisions.
