Adds financial account numbers and financial account identifying information (including the identity of the financial institution) to the list of exemptions from public records disclosure under the Public Records Act.

Specifies that taxpayer electronic mail address lists created and used by county treasurers' offices for delivering tax bills or tax payment information are not public records.

Amends sections 149.43 and 323.13 of the Revised Code to implement these exemptions.

Allows county treasurers to maintain email lists for tax bill delivery without those lists being subject to public records requests.
