Enacts section 101.03 of the Revised Code to prohibit the Ohio General Assembly from holding sessions after the general election in even-numbered years, except in extraordinary circumstances to protect public health and safety

Prevents the General Assembly from conducting business or voting if a special session is convened during the post-election period in even-numbered years

Preserves the constitutional authority of the General Assembly and Governor to convene special sessions under Section 8 of Article II and Section 8 of Article III of the Ohio Constitution
