Violators face penalties ranging from a minor misdemeanor to a misdemeanor of the third degree depending on prior traffic offense history, plus a fine of double the usual amount.

Designates the offense as a strict liability offense, meaning the driver's intent is irrelevant to criminal liability.

Adds waste collection vehicles to the list of authorized vehicles that may display flashing amber lights while actively collecting materials on roadside areas.
