Allows landowners to report idle, orphaned, or abandoned wells located on their property to the Chief of the Division of Oil and Gas Resources Management.

Requires the Chief to inspect reported wells within 30 days and provide a written categorization within 60 days as either distressed-high priority, moderate-medium priority, or maintenance-low priority.

Mandates the Chief begin plugging wells classified as distressed-high priority within six months of issuing the categorization report to the landowner.

Permits landowners to plug wells at their own expense and receive reimbursement from the oil and gas well fund for reasonable costs upon Chief approval.

Establishes that landowners reporting wells under this provision are not financially responsible for plugging costs but may elect to proceed with plugging themselves for reimbursement.
