Removes requirements that public employees join or pay dues to employee organizations; makes union membership and dues payment voluntary for all public employees

Prohibits public employers from requiring employees to join or pay dues to any employee organization as a condition of employment

Prohibits employee organizations from representing non-member public employees; limits exclusive representative status to members only

Narrows scope of collective bargaining to wages, hours, and terms/conditions of employment; excludes many subjects previously negotiable

Applies to all collective bargaining agreements entered into on or after the effective date of this act; appropriates $30,000 for State Employment Relations Board to inform public employees of their rights under the law
