Amends Ohio Revised Code sections 3513.301 and 3513.312 to eliminate special elections for filling Congressional nomination vacancies when only one candidate or no candidates have filed.

If only one person files a valid candidacy declaration for a nomination and that person withdraws or dies, no special election is held; instead, the Secretary of State issues a certificate of nomination to any single qualified candidate.

Applies to vacancies occurring both before primary elections and before general elections (up to 90 days prior).

When no candidates file for a nomination, no special election is held; the process applies to all party nominations at issue.

State continues to pay all costs for any special elections that are still held when multiple candidates have filed valid declarations.
