State Board of Pharmacy shall attempt in good faith to negotiate reciprocity agreements with other states recognizing medical marijuana registry identification cards issued by those states.

Reciprocity agreements require all four conditions: other state's eligibility requirements substantially comparable to Ohio's, other state recognizes Ohio cards, other state prohibits smoking or combustion of medical marijuana, and other state prohibits personal cultivation of medical marijuana.

Board shall not negotiate agreements with states that do not meet all four conditions listed above.

Out-of-state medical marijuana authorizations recognized under reciprocity agreements grant the same rights to use, possess, obtain, or administer medical marijuana in Ohio as Ohio-registered patients or caregivers.

Board may adopt rules necessary to implement the reciprocity agreement provisions.
