Extends the statute of limitations for rape (section 2907.02) and sexual battery (section 2907.03) from 20 years to 25 years after the offense is committed.

Allows prosecution to commence within 5 years after a DNA match is determined if the match occurs more than 25 years after the offense was committed.

Allows prosecution within the longer of 25 years after the offense or 5 years after a DNA match determination is complete if the match is determined within 25 years of the offense.

Applies the amendments to violations committed on or after the effective date, and to prior violations where prosecution was not previously barred under the old statute of limitations.

Declared an emergency measure effective immediately to ensure prosecution of rape and sexual battery offenders in the interest of public safety.
