Authorizes manufacturers of autonomous vehicles or autonomous technology to operate autonomous vehicles on Ohio public roads and highways for testing and transportation purposes only if specific requirements are met.

Requires a licensed driver to be physically present in the autonomous vehicle, monitoring its safe operation and capable of taking immediate control if a technology failure or emergency occurs.

Mandates autonomous vehicles be registered under state law, display a special autonomous vehicle license plate, comply with all motor vehicle equipment requirements, and maintain proof of financial responsibility in the amount of one million dollars.

Prohibits general operation of autonomous vehicles by the public on public roads, with violations subject to a fine of ten thousand dollars per day of operation without compliance.

Directs the Director of Transportation to study and report within two years on whether additional legislative or regulatory actions are necessary to ensure safe testing of autonomous vehicles, in consultation with automobile and technology manufacturing industries.
