H.B. 613 Summary

• Amends Ohio's Sunset Review Law to require a nine-member Sunset Review Committee to be created and function during each odd-numbered General Assembly instead of limiting it to specific calendar years.

• Modifies agency expiration dates so agencies in existence on the first day of the first regular session of an odd-numbered General Assembly expire at the end of December 31 in the year of the second regular session of that General Assembly.

• Changes the committee membership composition with the Senate President and House Speaker each appointing three members and the Governor appointing three members, with bipartisan balance requirements and appointments made within fifteen days of the first regular session.

• Requires the committee to schedule agency reviews within sixty days of its first meeting and conduct public hearings at least six months before agencies' expiration dates to evaluate their usefulness, performance, and effectiveness.

• Declares the act an emergency measure effective immediately to prevent the expiration of sunset review law sections on December 31, 2016.
