Allows port authority boards to hold meetings by interactive video conference or teleconference under identical conditions and rule requirements as airport authorities

Requires meeting materials be distributed to board members via electronic mail, facsimile, hand-delivery, or postal service before meetings

Prefers interactive video conference over teleconference, but permits boards to use teleconference alone or in combination with video conference at the same meeting
