Authorizes the superintendent of financial institutions to adopt rules regulating nonbank automated teller machines (ATMs) located at convenience stores and other nonbank locations.

Requires rules to establish how ATMs must be secured to the floor and mandate placement against a brick, concrete wall, or other substantial surface.

Requires rules to regulate ATM servicing frequency and cash replenishment, with preference for more frequent servicing using smaller amounts of cash.

Defines "automated teller machine" as an unstaffed banking facility owned or operated by a financial institution that receives deposits, disburses cash, or lends money, located outside of bank premises.
