Prohibits the sale, disposal, destruction, relocation, removal, alteration, or disturbance of war relics located on public property or cemetery association property, except for maintenance, repair, restoration, temporary display, or reenactments.

Defines "war relic" as cannons, artillery, statues, monuments, memorials, or plaques erected for or dedicated to wars from the French and Indian War through Operation Iraqi Freedom, or individuals' service in those wars.

Establishes $10,000 fines for violations: purchasers must return relics to sellers, and sellers must pay proceeds to the county veterans service commission where the relic is located.

Allows war relics to be returned to the federal government, then offered to the Ohio History Connection, and finally given to the Sons of Union Veterans of the Civil War if neither accepts.

Directs 50% of collected fines to the veterans service commission for maintenance and restoration of veterans' memorials, with the remainder distributed to congressionally chartered veterans' organizations in the county.
