Enacts the "Agreement Among the States to Elect the President by National Popular Vote" as an interstate compact allowing Ohio and other states to award electoral votes based on the national popular vote winner rather than state-level results.

Agreement takes effect when states collectively possessing a majority of electoral votes (270+) enact it in substantially the same form.

Each member state must conduct a statewide popular election and appoint electors to the candidate slate that wins the national popular vote total, regardless of that state's own popular vote results.

Chief election officials must tally votes from all member states and designate the national popular vote winner before the Electoral College meets.

Agreement terminates if the Electoral College is abolished and allows member states to withdraw, except withdrawals cannot occur within six months before the end of a presidential term.
