Sub. H.B. No. 74 Summary

• Amends Ohio's statewide assessment program by prescribing specific elementary assessments for grades 3-8 in English language arts, mathematics, science, and social studies, with end-of-year summative administration beginning in the 2015-2016 school year.

• Establishes a college and work ready assessment system for high school students, including nationally standardized assessments measuring college and career readiness for all eleventh-graders and five end-of-course examinations in English language arts I and II, science, Algebra I, and geometry (reduced from seven by this bill).

• Creates four academic standards review committees (English language arts, mathematics, science, and social studies) composed of subject matter experts, parents, educators, and state officials to review and evaluate academic content standards and corresponding assessments by September 30, 2015.

• Requires school districts to administer diagnostic assessments to identify students with reading deficiencies in kindergarten through third grade and implement intensive reading intervention services, with promotion standards based on third-grade English language arts achievement.

• Limits duration of elementary assessments to three hours per assessment and high school end-of-course examinations to three hours per year, beginning with assessments administered on or after July 1, 2015.
